== 支持率急跌及倒台 ==

2024年2月18日，國務資政及自民黨參議院領袖何禮臣的私人直升機墮機，其家族同日發聲明宣布何禮臣離世。何禮臣突傳死訊瞬間導致作為最大執政黨的自民黨內訌。作為何禮臣門生的首相楊永光被其黨內反對者認為失去最大靠山，因此於3月初試圖「逼宮」，並擁立同為「自民黨七少將」的時任教育大臣唐繼恩為新總裁。事件最後雖以楊永光於同年3月底決定設立第二副首相一職予唐繼恩而告一段落，但仍造成不少民眾對自民黨和楊內閣的好感度急跌。

後至4月底，有媒體爆出自民黨內有派系成員收取政治獻金而未申報，同時更有內閣成員涉及以內幕消息行非法交易，在過去執政兩年獲利甚豐。消息一出便引起不少爭議，儘管楊永光在內閣記者會和國會首相問答環節上多次表示自己和一眾內閣成員願意接受檢方調查，亦保證一但發現有閣員涉及犯罪事件，便將免去其一切職務，但仍未能挽回公眾信任，內閣支持度亦自2020年後正式復設內閣後首次跌穿51%。爾後發生的「五一五股場案」，包括楊永光本人，財相錢泰多在內的不少內閣高級官員均被檢方傳召，財務大臣錢泰多更於6月底被法務部落案起訴，令內閣支持率跌至32%，創2020年來的新低。

同年7月初，隨著五一五官場案導致多位內閣大臣受檢方傳召及調查而辭職下，在野公民進步黨正式向時任大議會輪值議長兼帝國眾議院議長李榮牧遞交對楊內閣的不信任案，自此拉開長達兩個月的政治僵局，而不信任案則先後在盟黨如民主社會聯盟倒戈和黨內同僚倒戈下以794票贊成、227票反對和336票棄權通過，而起初楊永光並未宣告內閣總辭。但於皇居先後與彰德帝和國務資政何禮臣會面兩小時後，楊永光在皇居前正式宣佈辭去首相和自民黨總裁，而彰德帝則在隨後發表電視講話，接受楊的辭呈外，亦動用君主特權任命楊為看守首相，直至新政府組成。

此前，由於希望聯盟內中間偏左的政黨，包括議會最大黨民主社會聯盟已宣佈其黨員辭任內閣職務及退出聯盟，導改原內閣近半職位呈空缺狀態，因而令楊永光在晚上八時召開首相記者會宣告改組內閣及相應人選，而改組後的內閣於楊永光率領全體成員前往皇居參加任命儀式後正式運作，楊永光內閣同日解散。
