作為「皇帝陛下的政府之首」，現今的首相是在希望帝國最高的政治權威，享有頗大職權。首相同時身兼數職，既是國民代表大會多數黨領袖，同時亦是政府首腦，同時掌握立法及行政兩大權力，且可向皇帝推薦最高法院大法官。
在景祥政變後，原本僅作為顧問的帝國宰政大臣一職被改稱帝國首相，並被賦予了更大的行政權力，成為了事實上的政府首長，令現今的帝國首相成為了帝國最高的政治權威。除此之外，帝國首相亦同時是帝國國會裏的多數黨領袖，令其同時掌握立法及行政兩大權力，且可聯同[[希望帝國內閣|帝國內閣]]向皇帝推薦最高法院大法官。


在立法方面，首相會參與法律制定的過程，以達到所屬政黨的目標；至於在行政方面，首相負責統籌所有政府部門和公務員隊伍。首相有權向皇帝提名其他[[希望帝國內閣|內閣]]成員和十五部部長，亦可提出解散國會的請求。
