四都議會（英語：Shido Legislature），是四都府的立法機關，亦有對四都政府的監察權。現今議會共設議席70席，地區直選以及功能組別議員各佔35席。
第一屆議會成立於1802年，應屆議員任期為三年。自第二屆立法會開始，每屆議員任期改為五年。
誓詞
四都議會規定議員須進行宣誓。在完成宣誓前，議員不得參與議會會議或表決。
《希望帝國地區自治法》第一百零四條規定，議員在就職時必須依法宣誓擁護《帝國憲法》，及宣誓效忠希望帝國四都府。根據《議事規則》第1條，議員如未按照《宣誓及聲明條例》(第11章)的規定作宣誓，不得參與議會會議或表決。凡舉行換屆選舉後，以前已作宣誓的議員亦須再次宣誓。根據《議事規則》第12(1)條，議員須在每屆議會的首次會議上作宣誓。
