 《希望帝國地區自治法》第一百零四條規定，議員在就職時必須依法宣誓擁護《帝國憲法》，及宣誓效忠希望帝國四都府。根據《議事規則》第1條，議員如未按照《宣誓及聲明條例》(第11章)的規定作宣誓，不得參與議會會議或表決。凡舉行換屆選舉後，以前已作宣誓的議員亦須再次宣誓。根據《議事規則》第12(1)條，議員須在每屆議會的首次會議上作宣誓。
